It's different for me because I'm on a mac, but it looks like on windows, you should have a VST folder within the Live application folder, so if it is not defaulting to that folder, use that browse button in the set custom folder area to try to hunt down the vst folder, and look in that folder to make sure that massive.vst in contained inside it, then rescan.
